These news are presented by Dr. Hans-Joachim Fischer - independent expert on Radio Communications with a focus on Intelligent Transport Systems (ITS) and Electronic Fee Collection (EFC).

IEEE 1609 Service Announcement and corresponding ISO standards

IEEE is finalizing the revision of the Service Announcement (SA)specification in 1609.3. This might have an impact on the SA specifications in ETSI TC ITS, ISO/TC 204 and CEN/TC 278. The following standards might be affected:

I was editor of the ISO standards and could help to harmonize these with the new edition from IEEE.

I terminated my membership in CEN/TC 278. Still I maintain my membership in ETSI, IEEE 1609 WG and in ISO/TC 204.

ISO project 24854-1

Within a four-weeks consultation period, TC 204/WG 18 did not present any comment or change request. Thus, this stable draft was forwarded to ISO/CS via the secretary of TC 204 for DTS ballot.

Erzbischof Lefebvre hat zur Krippe des Heilands – Jesus Christus – im Stall von Bethlehem gesagt:

„Daß Gott Fleisch geworden ist, Mensch geworden ist, einer von uns geworden ist – das ist das Wunderbarste von allem, das Außerordentlichste, was es geben kann. Er ist vom Himmel herabgestiegen, Er, der allmächtig ist. Das Wort ist Fleisch geworden. Dieser Satz ist das Größte, das Schönste, das man sich vorstellen kann; und der seligsten Jungfrau Maria ist es zu verdanken, daß er Wirklichkeit geworden ist. Hätte sie ihr „Fiat“ nicht gesprochen, wäre Gott nicht Mensch geworden, wäre Er nicht einer von uns geworden.“

Und der Erzbischof folgert daraus:

„Die ganze katholische Religion liegt dort verborgen, in diesem Geheimnis, in diesem außerordentlichen Geheimnis der Menschwerdung unseres Herrn Jesus Christus und folglich der Erlösung.“

Archbishop Lefebvre said of the manger of the Savior—Jesus Christ—in the stable of Bethlehem:

"That God became flesh, became man, became one of us—that is the most wonderful thing of all, the most extraordinary thing that could ever happen. He came down from heaven, He who is almighty. The Word became flesh. This sentence is the greatest, the most beautiful thing one can imagine; and it is thanks to the Blessed Virgin Mary that it became reality. If she had not said her “Fiat,” God would not have become man, He would not have become one of us."

And the archbishop concludes:

“The whole Catholic religion is hidden there, in this mystery, in this extraordinary mystery of the Incarnation of our Lord Jesus Christ and, consequently, of redemption.”

My future work in ITS

In 2026, I will stop my regular continuous contributions to standardization in ITS. However, still I will be available to support you in your projects. I will retain my membership at DIN GK717, CEN/TC 278, ISO/TC 204, ETSI TC ITS and the IEEE 1609 WG being part of the IEEE Vehicular Technology Society.

My early work in ITS

The SMILER project was my start in ITS and EFC. I was project leader of this EC-Research Project at Telefunken Systemtechnik GmbH (now part of Hensoldt in Ulm). In SMILER, we expanded a 60GHz doppler radar with a broadband communication link for the purpose to send information messages from the roadside station to vehicles passing below it.

SMILER

COMIS was the follow-up project that already used monolithic integrated GaAs circuits for car-to-car communications at 60 GHz. Together with DLR, we tested successfully communications on the Autobahn A8 between München and Ulm.

Telefunken Systemtechnik GmbH changed the name to "Deutsche Aerospace" and then to "EADS (European Aeronautic Defence and Space)". Connected to the Deutsche Aerospace was the Telesensomatik GmbH, that worked on the European Digital Tachograph - a project funded by the European Commission. I was project leader for the remote interrogation system. The digital tachograph itself was developed in Saxonia at IEB GmbH. When I left EADS end of 1996, this project was finalized in my company ESF. I developed and tested the first wireless remote control radio link to interrogate the planned European Digital Tachograph. The test radio link was designed for the 2,4 GHz ISM band and successfully demonstrated to car industry.

EFS 2000 Funkfernabfrage

In the meanwhile, the CEN DSRC semi-passive tranponder technology operated at 5,8 GHz was selected for this purpose. I was actively involved in the standardization of base standards and test standards of DSRC, and contributed to several EFC system and test specifications that use this CEN DSRC link, including the Norwegian AutoPASS system, the TollCollect truck tolling system, the Italian Telepass system (dual-protocol project), and others.

New attempts in the Wi-Fi world demanding more frequency bands leads to the risk, that Wi-Fi operated close to 5,8 GHz might hamper the legally required interrogation link for the Digital Tachograph. Thus, CEN/TC 278 wrote a test standard, and interference tests were performed at the Joint Research Centre of the European Commission in Ispra / Italy.
